| Abstract |
The Central Bureau of Statistics (CBS) and the Ministry of Agriculture, and livestock Development (MoALD) are the two major agencies in Nepal for the collection and dissemination of agricultural
statistics. Primarily, the CBS undertakes decennial agriculture census and other agriculture holding and farm level agriculture surveys. Whereas, the MoALD is involved in collecting and publishing current agricultural statistics such as area under crops and its yield, livestock production (milk, meat, wool and egg production) and fisheries production. These data are based on the field reports of the
extension workers and is mainly used for forecasts and early warning purposes. But there is no any regular annual agriculture survey for production of current agricultural statistics in Nepal. Realizing
the importance of such surveys, the Ministry of Agriculture and Livestock Development (MoALD) and the Central Bureau of Statistics (CBS) havejointly conducted a Pilot Agricultural Survey in the framework of an Agricultural Integrated Survey (AGRISurvey) program in Chitwan district with the technical and financial assistance from the Food and Agriculture Organization (FAO). The AGRIS
methodology is developed by FAO in the context of the Global Strategy to improve Agricultural and Rural Statistics.
The Agricultural Integrated Survey (AGRISurvey) is a cornerstone in the establishment of an efficient agricultural statistical system. It is a response to the need for better, cost-effective and timely
statistical data in the agricultural and rural sector. AGRISurvey is a farm-based modular 10-year survey programme designed as a cost-effective tool for national statistical agencies and agricultural
ministries to accelerate the production of quality disaggregated data on the technical, economic, environmental and social dimensions of farm-based production (including small-holder farms). This
represents a new and cost-effective approach to agricultural data collection, aimed to build comprehensive rural information systems. It consists of a Core Module, administered on an annual
basis, supplemented by four thematic Rotating Modules (Economy, Labour, Machinery, equipment, assets, and Production methods & environment).
As per the AGRIS framework, the Pilot survey includesthe yearly based Core module and a Rotating module on Production Methods and Environment (PME Module). The Core module covers general
characteristics of the holdings, crop and livestock production and their seasonality, farm productivity, crop production methods, livestock production methods, fisheries, forestry, farm labour, household dwelling, assets shocks and coping mechanisms, and access to markets and information, and the PME Rotating module covers key data necessary for an analysis of the costs of production for differenttypes of agricultural production methods and to assess the impact of agricultural activities on the environmental, social and economic sustainability of farming. |
